Maybe it's a vinyl wrap?

Either way, looks neat.

I once saw an original VW Beetle done up with a similar paint job where they stripped the body off the car, and slowly dipped it into & out of a pool that had different colours of paint floating on the surface. It came out with quite an amazing effect.
