Solution at the factory would be one of those heavy duty plastic "stickers" or protective undercoating before or after final paint.
Like some cars have on doglegs or other body areas that stick out a little and are subject to sandblasting from road grit:
Solution for current owners = do what Pete does. Or apply aftermarket protective sticker if the paint is still intact.

Hi again everyone, these aftermarket (i.e. Canadian Tire) splash guards seem to work quite well for now, we'll see how they wear after a while...

Hi everyone, so far the aftermarket splash guards seem to be holding up well on our trip from Edmonton to Winnipeg; they've already taken a few beatings going down various provincial secondary (dirt & gravel) roads and are so far doing a decent job of protecting the area just behind them underneath the passenger doors.

On 18 wheelers some truck use flexible mud guards that are really close to the ground and on speed bumps or awkward hilly parking lots they actually touch and crap the ground. These mud flaps even have a metal plate attached to the bottom section.
I haven't seen these for cars yet.
The newer versions have holes to allow air to flow through.

Well, I will say thank to all of you guys that found that and mentioned it! I just checked it myself no so long ago (a week before).
Oh boy, the rust is already "starting" strong for a 1 year and a half car! (47 000km) Now that the problem it found, I will take care of it. Every thing on the car is cheap, kinda normal for a "base car". No primer under the paint anywhere on it, very little protection or nothing on rocker panel... Keep good eyes on it!
(I already "sablée" in french when taked the picture)

Well, It kinda everything on the car that is rusting... bolts, springs, metals that hold the chassis... just everything! I even got a "permanent" rust proof service. But, can add more if they missed some place at the next appointment... I sure that the appoitement will be real soon!
