fill-plug is at front of the transmission, and it face to bumper. A white plastic plug. you can use hand to un-screw it.

Try a different dealer. Also I purchase aftermarket OEM style fog light for my 2016 SV, and I installed myself recently. I did not see any difference for 2017 SV.
