    I think it is where they put the shipping tie down bolt for delivery from the factory. Not 100% sure though. Some members put a "Micra Cup style tow hoop" there. See this link:

    I thought it was for a tow hook?

    But instead of revealing a hole for a bolt, it's just foam back there. Disappointing, because I wanted to mount a bolt-in license plate relocator there.

    u could always drill in there and make a hole for a bolt. Several members have done this to put a tow hook in there.
